Just a minor correction: this is actually the 3rd time you fight him with the first being the beginning of the game and the second being at the Puni tree. ☝️🤓

I remember finding this little exploit on my own as a kid on the gba version. I don't think you actually have to scroll the camera for this to work. So long as he's barely on screen when shooting the fireballs it'll work. At least on the version I played on anyway.
