Unfortunately in the US context "cool zone" likely leads to junk insurance products unfriendly to consumers, prob something like ending regulations to cover pre existing conditions in futile attempt to bring down premium costs

All for moot if AHIP gets its act together and gets ACA subsidies back and stabilizes things, but insurers are not a monolith, and a lot of unintended cascading consequences could happen from things already locked in ie: Medicaid cuts, staffing shortages, provider consolidation etc

Most likely a left leaning rural-ish state with healthy population not in thrall to insurance industry (sorry Minnesota)....maybe a CO/WA/MA....lot of lessons to learn from previous attempts at this
