level 18 and plenty of xp, but unable to unlock some of the tools. I reload frequently and the issue remains.

Elevate appears to restore deleted pixels as well.

A brass car! nice! Need to crank start that year by hand, no starters yet!
Have fun with it. The steering gears in those early Ts make the steering feel a bit squirrelly compared to later years. (I think of the early ones like clown cars)
