Theoretically, someone could win the Presidency with only 23% of the popular vote. He has never been popular. The problem is not his supporters, it’s the US electoral system.

The states seem to be performing a ‘soft secession’. Trump is using Federal power to bludgeon the states into compliance. States have responded by forming regional associations, first with health care, ie West Coast and New England. May see more of this in the future in other sectors.
