If they were limited to 5 effects for the whole time, the deep draw potential would at least be lesser since they would also not be able to activate draw effects. But some condition they MUST fulfill also seems decent. Kind of like Mirage of Nightmare perhaps. (draw MST or similar for full effect)

I feel like a decent condition would be to limit you in some way.
Maybe you can only activate 5 effects until you have blanked 3 turns.
Maybe you can only activate spells and traps, no monster effects for that duration.
