Terrible product all around. Even if 1 out of 4 events the snow totals should fall higher than that 10" at Kenosha, I don't think that is how the public would interpret that graphic at all. If I see a graphic that says <10" and I get 13" I would expect the public to think we're not good at our jobs.

I THINK what is happening here is the graphic is the local forecast. But the sampling is the NBM 10th/90th percentile values. In this case, 0-11" gets you <11". But of course nowhere on the graphic does it mention that is what is being sampled.

I think the discussion needs to be to what degree can local offices change the delivered forecast grids if it does not match the forecast message. There are ideas that we don't touch the forecast at all and just become messengers for decision makers of what the goal posts on that forecast are. 🤷
