I haven’t read anything that said Palestine was completely without Jewish families, I’m looking at literature saying that prior to the early 1800s Jewish families numbered total only in the triple digits and some dialects were even Arabized. Count in 1800 was that Palestine was < 10% Jewish?

My oversimplified understanding is that no matter what imaginary lines were drawn in what year, the Jewish populace were immigrants to Palestine per British writ, and the Arab populace already lived there and at various times rightfully pushed back against immigration.
