If you have a general idea of foot size or a shoe size, there are charts that give approximate foot measurements. I've done this too.

I make custom toe up socks. I measure the recipient's foot (toe to heel; circumference of foot @ arch). Then I do a gauge swatch. I can't find the pattern n any more, but there are plenty of custom sock patterns.
