That isn't true in my experience unless the test questions are very easy and there's no written answers.

Written answers you can tweak and edit.

If you have time and partial understanding of the material, you can also do trial and error, or you can try for partial credit.

Logistics of scheduling aside, I think it's bad for most people if the optimal strategy for test taking becomes spending 3x as long on the test going over and tweaking your responses.
