under title 10, the national guard can not be activated for policing unless the insurrection act is invoked. Newsome can challenge that in court.

Unfortunately, as much as I agree, technically, DOGE doesn't exist. The United States Digital Services does, and all Trump did was rename the department. So the money is there even if it shouldn't be.
