i think this is some sort of surveillance system to monitor the problem indirectly?

if they regulate materials at the point of sale and monitor what date people started owning/moved in then they can see which properties haven't been sold.

the CAs all have different powers anyway so you can say "let's devolve agricultural powers to north yorkshire CA and greater lincolnshire CA" and see if it works before cumbria CA and lancashire CA get it...

can't solve inequality completely but the point of devolution as currently implemented is that you can trial run an idea in a CA/the GLA, and see if it works

you get intra-municipality and inter-municipality equality and this at least helps solve intra-municipality inequality...

devolve taxes that resolve inter-borough inequality to the GLA, devolve taxes that resolve intra-borough inequality to the boroughs
