Why aren't people calling the US Marshalls or FBI offices -- these people are illegally accessing information, right? Why not inundate those offices with phone calls?

Why aren't staff and security calling the US Marshalls when these criminals show up - they don't have clearance, how are they getting in? Is the FBI being called? Maybe this is naive but shouldn't we be inundating them with calls?
