By that definition an arcade game would not be a roguelite because it lacks any form of character, progression or meta progression via upgrades, Which is usually a core part of the genre

... newer games by this label when they don't resemble rogue in any way other than permadeath.
Realistically roguelite is just marketing keyword for "permadeath, metaprogression" because that's easier to say and more marketable, and that's *basically* what people expect when they read it now.

Yes, any game where you die and start from the beginning is a roguelite. Roguelite just means "game with permadeath designed to be played over and over"

If you want to get them printed, make sure to design in CMYK colour and not RGB!
Not all RGB colours are possible to print IRL, CMYK helps you avoid that pitfall. (Neon colours for example.)
Other than that, contact your local print shop, all of them do posters :)
