Fabula Ultima kind of does this. It encourages PCs to actively take part in the worldbuilding during Session 0. Also, PCs have a meta currency they can spend to add plot points.
For example, Player A can spend a point to make a villain the father of Player B as long as Player B and the GM approve.

Undead Unluck did this. It made sense for pacing but kind of sucked bc people thought we’d get to see some side characters have their moment which we don’t see.

IIRC the story is a bit more integrated with the start of Ex-Aid so you should watch the first couple of episodes to at least know what’s going on
