We must implement basic redistricting gudelines: A city with a higher pop. than a CD must have a district 100% within its boundaries; use Perimeter/area ratios to avoid snake-like districts and enforce compactness; all districts, as practicable, must follow municipal borders or natural landforms.

This is absolutely outrageous...but a standard tool of western culture to subjugate and assimilate "others." Similar pratices were used in the US and Canada against indigenous people.

The situation is the result of arrogance by both west & east. For years, the Tuareg nomads were one of the most moderate people in North Africa. Western colonists divided their homelands between these 3 nations, and have never recognized their nationhood, forcing them into radical camps.
