It's unclear what these folks were doing drilling at the proposed Rofo site last week, but if you see workers on site, Rofo *is* allowed to build during the appeal (they'd just have to take down any aspects of a gas station should we win)

When the BMZA previously approved this gas station (our state appeal then was successful), Two Farms agreed to realign Glenmore - why the Planning Dept was also on board. They will no longer do this, now just adding complexity/traffic to an already confusing 5-way intersection. #Baltimore #NoRofo
