In practice Congress is only the most powerful branch if a party has a united supermajority in both houses and actually wants to govern.

Congress has the power to remove the POTUS and VP from office and then the speaker of the house would become acting president.

Congress also has the power to remove supreme court justices from the bench or pack the courts.

Congress easily has the most power but it's split between 535 people.
