Every aggressor claims they were provoked. Hitler claimed Poland and its allies provoked the invasion on 1 September 1939. Bush claimed Hussein provoked the invasion of Iraq. Don't fall for these lies when Russia uses them.

There was no such agreement. Russia invaded because it's against an independent, democratic Ukraine. Putin made that pretty clear when he said that he considers Russians and Ukrainians "one people".
