Reverse Instant Runoff based national parliament. I think this has some merits, but it still needs some fleshing out. What do y'all think of it?
### Instant Runoff-Based Parliament 100 seats (for easy percentage conversions) two phases, Primary phase (choose which parties get which seats), and reverse instant runoff phase (use instant runoff to choose who in those parties gets the seats) P.S. both phases are held at the same time to avoid someone voting for one party to have seats then voting for the ordering in a different party ### Primary Phase standard election will be held to determine the percentage of seats that will go to each registered party. independents will have to make their own party, but that shouldn't be too much of a barrier. ### Reverse Instant Runoff Phase Each party has their own ballot containing a list of members they are running. You simply write your name on the ballot to initiate that as the party you voted for in the first phase. Then, you order the people on the ballot from who you most like to who you least like. If their is someone you wish to not have a seat, you may simply not order them. ### Counting the Ballot The votes are first sorted by party, giving us the amount of seats each party gets. If a party gets less than 0.5 percent of the vote, they will not get a seat. If multiple parties get less than 0.5 percent of the vote, but they add up to more than 0.5 (e.g. 0.37 + 0.45 = 0.82) then then a seat will be given to a party of the P.M's choosing. this may seem like a bit too much power, but parties that do not get a seat in one election will be de-registered and will have to wait till after the next election to register again. After the parties have gotten their seats, they will be distributed to their members using "Reverse Instant Runoff" (RIR). In RIR, the person with the most votes gets eliminated (and placed in a seat), and everyone who chose them has their next choice counted so on so forth.

So I was taking a walk the other day, and I seen a woman, a blind woman, pacing up and down the side walk. she seemed to be a bit frustrated as if she had dropped something and having a hard time finding it, so after watching her struggle for a while I decide to lend a helping hand y'know.
