My (amateurish) guess: substitution is likely inconvenient for the US. For everyone else very very hard and a massive problem (short to midterm)
Especially since lots of high-end tech (incl software solutions) is US-based or highly dependent. Reinvent the wheel in some cases.
But I hope I'm wrong.
