Alright taking a second watch through it doesn't appear that the dog's eyes do open, But either way, the size still leads me to believe that it is a young pup, thus still developing.

Buddy, newborn puppies spend 90% of their time sleeping, now I'm no veterinarian, but judging by the fact that it doesn't seem to be able to properly open its eyes, this dog is most likely still a pup and thus a few weeks old, Thus, still developing motor skill, as well as balance, hence it falling.
