The salience of this distinction has to do with how Block is using the term "function". "Function" is coextensive with "causal role"; a physical system has a function F in virtue that it functions to occupy some causal role with the function of F within a larger physical system.

And much as I oppose UBI in principle, this would have raised the income floor by CAD 2000/month. During the pandemic these payments saved a lot of lives. Post? Man with the right regulatory structure we could abolish poverty. Like, I'm seeing the vision here.

Their differences seem to come more from a dispositional optimism or pessimism about AI and what it could be for, but, even then, it's not as though both groups don't have an affinity for neo-Luddism.
