I finished it up, and lo and behold it did not work. I'm not quite sure what I did wrong and I don't feel like I have the diagnostic tools to troubleshoot it. All I have is a multimeter (a bad one) and a 4k resistor.

I've been learning SMD soldering using this practice board and I'm actually pretty happy with how this board has come so far!
The resistor packs were actually soldered on using hot air, and it was the first time I've ever used it. Pretty cool!
