If you consider Russia as an enemy that's *at war* with the U.S. (I do, for specific flavors of war), then Witkoff's actions could be called treason. But my opinion wouldn't fly in court. He'd get away with this behavior. I mean, hell, look at Trump himself! Legal description of treason:
