Yep, exactly! Applying reduced motion at the OS level doesn't do anything for that page, unfortunately.
I'll have to take a look if there are extensions, but I thought I'd ask in the mean time to see if it were possible for the chrome blog, since it's a fairly standard place for really good stuff.
