To Be Honest, as a person who lives closest to the NA server, i started on UK and played on OCE for a while, the ping wasn't too awful-- i didn't even notice there was supposed to be a problem with an NA player on UK/OCE servers until i moved to NA

dynamis is quiet, which means your likelyhood is good to get a house- but be warned when content comes around. when the big drop for DT came, i was stuck with a 2 hour queue for post-ew/dt content as A Healer. you can easily hop centres though, so long as it's not busy ^^
