Rising concern over police powers for welfare In case you missed it, the government last week, tacked on an amendment to an unrelated bill that would give police the power to recommend the cancellation of social security payments, before a conviction. All you need is an outstanding arrest warrant and a police officer who decides it is a serious enough crime and the recommendation can be made. That completely overturns the principle of innocent before guilty as well as sets up a double standards – politicians facing charges are paid until a court has delivered a verdict. It risks abuse on the most marginal people and then being used against protesters or anyone else police and the government decide is a ‘risk’. You can read more about that here. It looks like there has been some action since the government slipped this all in – Lidia Thorpe plans on moving an amendment to the unrelated bill this amendment is tacked onto to remove it all together in the senate and it looks like some others like ACOSS and Economic Justice Australia are getting involved. Groups like the Antipoverty Centre and Nobody Deserves Poverty as well as advocates like Tom Studans were among the first to raise concerns over the amendment, which had been not been raised during the inquiry into the original bill.

51m ago 07.11 AEDT A third of metropolitan and regional GPs to be fully bulk-billing Just one third of all metropolitan GP practices will be fully bulk-billed under the government’s increased bulk-billing incentive, which came into effect on 1 November, as the government has promised that there will be no out-of-pocket payment for 90% of all GP visits by 2030. Labor has released new data overnight showing how many clinics have indicated they will now fully bulk-bill. In metro areas, of 4,720 practices, 1,557 will be fully bulk-billing (33%) - an increase of 622 clinics that say they will now bulk-bill due to the incentive. In regional centres, of 620 practices, 209 will be fully bulk-billing (33%) - an increase of 108 clinics. But in remote communities, almost half of all practices will now be fully bulk-billed - with 51 out of 110 practices indicating they won’t charge out-of-pocket costs for patients. The top ten electorates that will see the most number of mixed billing practices become fully bulk-billed include: Labor-held Ballarat in regional Victoria; Labor-held Rankin in outer suburban Brisbane; LNP-held Hinkler and Flynn in regional QLD; Labor-held Hawke outside Melbourne; Labor-held Calwell and Hotham in metropolitan Melbourne; LNP-held Spence in South Australia, LNP-held Parkes in regional NSW, and LNP-held Cowper in regional Victoria.

In total, government data collated by the Antipoverty Centre shows there were 2,683,605 suspension actions between June 2024 and July 2025. They have taken place under Centrelink’s mutual obligations regime, which is meant to ensure recipients are actively looking and preparing for work. If they do not fulfil activities – such as completing job applications or attending meetings with job providers – their payments can be suspended. According to the Antipoverty Centre, the data shows this is still frequently occurring, despite new rules offering a five-day grace period for people to contact their job provider before their payments are blocked. However, the majority of suspensions are lifted before a person’s income is impacted.

Government pushes to give police powers to recommend cancelling welfare payments before convictions Yesterday in the parliament, the house of representatives were discussing amendments to the government bill to compensate people for the unlawful Centrelink debt repayments, which is a bit of a bandaid solution to some of the issues surrounding a different type of unlawful debt to Robodebt. Yes I know it is confusing, but stay with me here. Among the amendments, the government slipped in one which is, totally unrelated to this bill, which would give police the power to recommend the suspension or cancellation of a person’s Centrelink benefits, before they are convicted. The chatter around the parliament is that this is the government’s attempts to address criticises Desi Freeman received benefits, but it will apply to anyone the police decide should have benefits cancelled. Before a conviction from the courts. This amendment and the ‘reasoning’ pretty much guarantees that the Coalition will vote for the bill, blocking the Greens from negotiating in the senate. This didn’t get a lot of attention yesterday, but it is a pretty major step and also conflates powers between the police and the public service without any input from the courts. There was an inquiry into this bill a few weeks ago, which didn’t raise this issue- there was nothing in the bill or the department’s evidence that this was coming – the government has surprised everyone with this amendment and from the quick conversations I have had with advocates, there doesn’t seem to have been much consultation about it, even about unintended consequences.

(CPI) rose 1.3% this quarter.
Over the twelve months to the September 2025 quarter, the CPI rose 3.2%.
The most significant price rises this quarter were Housing (+2.5%), Recreation and culture (+1.9%) and Transport (+1.2%).

Dan Repacholi MP28m $\cdot \otimes$⚠️ HJ Sternbeck Park Update - Cessnock ⚠️I've spoken with Telstra, Cessnock Council, and NSW Police today about the people camping at Harold Sternbeck Park in Cessnock.Here's the latest update:$\checkmark$ Telstra has provided me with written confirmation that Council can now take immediate action at the site, and they've sent me a copy of the formal request made to Police.$\checkmark$ Cessnock Council have advised me that Council Rangers attended the park today and have advised the occupants that they'll need to move their belongings by midday Monday 27 October 2025.$\checkmark$ From Tuesday 28 October, Council will start maintenance works (approved by Telstra) and the entire site will be fenced off indefinitely for safety reasons. There'll be no public access while this work is carried out.$\checkmark$ If the site is still occupied on Tuesday morning, Hunter Valley Police District will assist Council to remove the remaining campers so repairs can proceed safely.$\checkmark$ As part of these works, signage will go up stating the site is private property and trespassing is prohibited. Under federal legislation, devices that in some circumstances cannot connect to triple zero need to be cut off from mobile networks. Customers will be advised if they need to upgrade their phones, and their existing devices will be cut off from the networks in the next 28-35 days.
