Any group affiliations (?)
Any Manifesto/social media posts framing the act as part of a campaign. (?)

I think, when/if the police find the perpetrators are part of a political grouping and or idiology it should be classified as an terrorist attack. The existence, grade, severity of injury or deaths caused would also be a factor.

Under UK law, the mosque arson is terrorism if a clear political/ideological motive (eg far-right ideology, intent to harm) is found. If/When it meets this Terrorism Act test calling it only a “hate crime” would be a political choice, not a legal one.
