One could argue that #3 - Political divisions within the country and #4 - The decline of moral values, have a common causal factor. Of course, depending on which socio-political identity one is tethered to, the causal factor/s will vary.

As you pointed out, it took years to draft legislation for the speed cameras, despite being archaic in design, the program was effective. you can't measure it you can't manage (enforce) it. Bravo.
