The West needs to develop a clear strategy against Russian hybrid warfare. It must contain many elements:
1. Traditional espionage: expel Russian diplomats - if excessive: close Russian embassies & expel all.

I have dealt with public revenues & expenditures in various countries for 4 decades, but I have rarely encountered a greater idiot than Musk.
