There will always be bad actors, so the best thing is to not to have such information lying around. Wherever you can, avoid accumulating data. Where you can't avoid collecting, don't centralize it. Even if that means some things take longer or are more burdensome.

hm, maybe. I just remember the DOGE lawyer citing that in court as an argument for why USIP is part of the executive branch. Sounds like it was an even worse argument than I thought

In court, they are citing the few federal agency-like characteristics that USIP has (e.g. subject to FOIA) to pretend it's a federal agency and part of the executive branch. But really, they just DGAF about the law and just wanted a nice building
