The mechanism is basically: rent control -> condo conversion -> less rental availability -> higher rents for anyone moving in.

Yeah, it’s the consequence of deterring new housing. There’s also a secondary mechanism that turning rental homes into owner homes without adding supply drives up prices because owners have to pay more up front, get tax breaks if they don’t move, etc.

How policy impacts new apartments matters a lot. Large buildings house a lot more people per land than small ones, but it takes a huge investment to build them, and the more costly they are the fewer homes there are for people who can’t afford houses.

This is essentially mandating condo conversion of rental apartments. Historically that tends to reduce available rental housing and makes existing house more expensive. It also deters new apartment buildings. There’s a few studies measuring outcomes, eg assets.aeaweb.org/asset-server...

There’s a particular expertise needed to do good PC ports, and it’s costly to hire. I guess they did a trade off analysis.
