A stable, cohesive team should own one or more projects. This is far more effective than having temporary projects staffed by individuals from many different teams.

Early in my career, I deployed code directly to production without proper testing. Site went down. Learned a harsh lesson about the importance of thorough testing and staging environments. Now, I'm a testing evangelist!
