Why is 'capitulate' strategically wrong?

1--we now have allies; we can co-ordinate
2--capitulating to a bully on tariffs will lead to more lunch-money requests.
3--we can retaliate in smart ways; pushing our fingers into their self-imposed wounds to cause great pain. I don't pre-suppose failure.

4/ The hardest hit agencies are those that regulate industry, protect public health, and expand access to education. Meanwhile, conservative-leaning agencies remain largely untouched.

If this were about efficiency, we’d expect an even spread. Instead, we see clear ideological bias.

Pretty much everyone considers themselves to be good, but in reality I think it’s a spectrum where most people try to be good, some people are not good, and some people are saints.
