Kremlin spokesperson Dmitry Peskov has rejected the idea of a ceasefire in Ukraine under the pretext of holding a referendum, calling it “another deception” and “mind fog.” He stated that what is needed is a full peace, not temporary pauses.

Ukraine needs to adopt NATO doctrine throughout its entire military. That would mean better C2, better training, more efficient logistics, and so many other prospect's that would enhance Ukraines military.
Zelensky says Ukraine is finalizing a new, more rational system for redistributing personnel across combat brigades. He discussed the plan with Deputy Head of the Presidential Office Pavlo Palisa, alongside reforms to military education. He also signed decrees honoring Ukrainian soldiers.

Its a fancy way of calling for Ukraines surrender.
European and Ukrainian officials reject Trump’s 28-point proposal, calling it one-sided and tailored to satisfy Putin. The plan demands Ukraine give up territory, slash its military, and welcome Russia back into global institutions, all while European allies were shut out of the drafting process.

Ukraine needs to reopen all of its historic Soviet Era shipyards after the war is won, they made many, if not most of the USSRs major surface fleet. Ukraine will need a bigger and more modern navy after this.
