As for who'd be working the Ffarquhar Branchline in Thomas's abscence, obviously that'd be Toby.
He seems to be running the branchline all by himself, if the last two Coffeepots were either scrapped or still barely working the quarry tramroad. Percy'd likely still be with Thomas

Though honestly, I can't see Gordon pushing Thomas around like he used to after their "alliance" in "Down the Mine."
Maybe Henry and James, but Gordon himself still bullied Duck around when he first arrived and even Percy too by 1955.
