They took the HST sets away from them.
They used to run around 4-5 a day, then about 2-3 towards the end of their tenure.
They may be costlier to run, but they knew that overcrowding would ensue, but were not interested.

It looks wonderful, but I doubt it'll be within the price range of the average income family/single person.
Unfortunately our anti-environmental government wouldn't put in a dime, and private money would make it too costly to realistically become anything other than a small estate, not a city.

The DfT forced them to reduce (cost savings) their fleet, resulting in many services running as single units.
