Settings-->Apple Intelligence & Siri-->first toggle (called "Apple Intelligence").

I also turn off "Talk to Siri" a couple items down on that same menu.

Same here, and FYI it also turned on the AI crap and Siri's listening, both of which I had off. So you may need to turn those off too if you had them off before.
