Super interesting. Have you looked at how this impacts on wellbeing? I would guess that as well as having a practical consequence (what do I do if my boiler breaks down) it has an impact on anxiety/happiness (I don't know what I'll do when something goes wrong). The multiple impacts of deprivation.

Some of the best and worst people I worked with in the civil service were the Spads. The good ones were absolutely brilliant - helped provide context and perspective, energy to get stuff done, political cover. The bad ones just lobbed hand grenades around and wandered off...
