That’s called pedal assist. Legal on roads, just like any other pedal cycle. Are you thinking of illegal imports and conversion kit bikes with unregulated chargers & batteries?
Or perhaps illegal electric motor bikes used by phone thieves?
Ultimately, a poor “joke” that you should be ashamed of.

On the other side of the road right next to the school there are some mounds.
You can see where the cycle path takes a sharp detour to avoid them. (At the last moment during construction)
These may be ancient but I cannot confirm this.
