There are probably some stats at what point a foreign Luxembourg resident is more likely to become permanent/longterm. I’d hazard a guess it’s a little longer than 2 years but less than 5. Afterall the commitment required is for the future not the past, so predicting that somehow would be handy.

So you’d be comfortable with someone arriving in Luxembourg 4 months before an election, working a 6-month temporary contract and paying tax, and getting to vote on the next 5-year parliament before leaving 2 months later?

It’s an extreme example but I would find this entirely unacceptable.

How else would you fix it then? I think it’s reasonable to insist on some form of commitment to the country from those who might desire to have a say in how it’s run. Citizenship achieves it, but obviously is insufficient to fully address the democratic deficit. So what would you do to fix that?

True but it’s not like gaining the right to vote is unobtainable. 5 years residency, some free citizenship courses marked only on attendance, and a very modest level of Luxembourgish. It’s very reasonable.
