Indeed, but forcing kids to upload videos of themselves to prove their age feels immensely misguided, and incredibly low hanging fruit for predators.

A social media ban is in no way tackling the issue of meta completely giving up on moderating its content or platforms making deliberately addictive products and pushing gambling onto vulnerable people, including kids.

There often is no outside world for kids, you have abusive family, and thats it. You only reach the outside with age, if you survive, but then its often too late, and you had humanity squeezed out of you. Most abusers are family members, not strangers on the internet.

They're not actually banning it though are they? They're putting controls on creating an account, and maybe deleting existing accounts. But kids can still access the platforms, and bypass the age checks to create new accounts.
