This sort of thing is common in Japanese media sadly, especially considering Waku Waku 7 is from the 90's.
Description of Arina from Waku Waku 7's Wikipedia article, which mentions her being 14 years old. Page on Arina from Waku Waku 7's manual. The Japanese text mentions her being a second-year junior high student, which seems to back up the claim about her being 14 years old.

Selling my Splatoon OCs Friver and Shye as adopts, as I wasn't really sure what to do with them.

Friver is an Inktoling, Shye is a Fuzzy Octoling

They are 💲2️⃣5️⃣ each, or alternatively you can pay 💲4️⃣5️⃣ for both of them. This is my first time selling adopts so I tried to keep it cheap.

Got a TroggTech "Uranium Green" shell for my N64 🔥

Looking at Marina's Side Order model file, the sparkles appear to be done by using this texture as some kind of environment map.

I'd say your best bet would be to do the same thing, using a mask texture so that the environment map only appears on the tips of the tentacles.

My two Splatoon OCs, Friver and Shye, posing together. Friver is an Inktoling with tan skin and red/green hair, and wears recolored versions of Shiver's amiibo gear (except for the Hohojiro mask). She has an earring that resembles a Super Mario Galaxy Power Star edited to look like the Power Stars from the SM64 hack "Uranium Mario 64" by usernamesarespiders. Shye is a Fuzzy Octoling with pink hair and gyaru makeup. Her hair shape resembles a combination of Shiver and Frye's, except it is also styled in a large bun on the back of her head. She wears an Annaki Drive Tee and Annaki Arachno boots. She wears a black choker with a hanging red heart decoration, and a hair clip with the same color scheme that resembles a star with wings. The hair clip is on her bun.

My latest Splatoon OC, Friver. She is an Inktoling with red hair and toxic green highlights, as well as ice blue eyes. She has a Rival Octoling-like punk hairstyle, as well as pigtails resembling those of Kasane Teto. She has long eyelashes like Frye. She also wears a red version of Shiver's Chomp Top, as well as a slightly recolored version of her Faux Sharkskin Platfins. On her stomach is a green tattoo of a biohazard symbol.

I made a sick biohazard-themed eye texture for an upcoming Splatoon OC model. Idk if it fits the vibes of this OC, so I'm not sure if I will end up using it, so I'll post it here just in case.
An edit of Frye's eye texture from Splatoon 3. It has been hue shifted into a uranium green, and the cross-shaped pupil has been painstakingly changed into a pupil shaped like a biohazard symbol.

Made some more progress! She looks a lot different, but I'm a lot happier with where this design is going.

An updated version of the character model in the quoted image. Her eyes have been changed; They now have white sclerae, with pupils that have a fuzzy ooze pattern on their outer edges, but gradually fade back into their original yelllow color. The eye mask and eyebrows are also different shapes, resulting in a happier resting face. Their skin tone has been updated to be a unique tan, and she is also wearing gyaru makeup. Finally, her fangs have been made slightly longer.
