US Pharma want NHS purchasing to be regionalized so they can extort each Region. NHS purchasing obtains, say, insulin (off Patent, generic) for not much. It's free. In unregulated USA, Pharma is much happier as they can extort $000's per month.

This is a big ask from US Pharma - NHS is biggest single purchaser on the planet and reveals what Pharma could actually sell the drug for. NHS sets the bottom price for the whole world. Everywhere else pays more.
