He's a man in positions of power who doesn't give a damn about anyone else. He just doesn't care. He thinks he is the center of the universe, and noone has ever corrected this impression.

It's not an easy ask, to go up the chain of command this way. But the alternative --possible prosecution for murder in this case-- is so far worse.
