From what I've seen that was mostly fan interpretation (but who knows with how many authors the EU had). However there is an incredible quote in Destiny's Way where Han roasts that very idea.

Got a recent lesson in this when I ordered Season 2 of Halo on DVD and DHS started posting Halo memes the literal day after it arrived.

I don't even think they're bad books but they really don't merit the cultural staying power they've had.

It's such a bizarre movie in that the visuals, music and acting are all great, but then the writing and pacing is one of the worst things I've ever seen.

Slowing time is a power! Shame it's the only one, and also unneeded because the enemies are dumb.

It's pretty fine I think. My biggest gripe is that it really only has one kind of joke that wears thin once you're out of the starting area, quite possibly before that.

Of all the bad things of the campaign, I'm most hung up on the repeated use of "most lethal military in the world" which made her sound like a psycho. Just use the word "strongest" please!

From what I'vs it seems* that it's being done via SOCOM (Special Operations). But it's not like they're being transparent about the whole thing.
