My theory would be that because people believe him to be, he is powerful, because it seemed to work like this to empower Vox too, but I'm still really curious about this!

We've see with Vox than when he touches Charlie, Alastor isn't his captive anymore, so with Rosie it should be the same, if he's free from her, then he's not the most powerful Sinner anymore.

I'd say no, because Luci said something along the lines of "it's part of my punishment", and the other Sins didn't fall so I don't think it'd apply to them too. Same for Goetias, even if they are created by Luci so I'm not fully sure.
