According to Zelensky, he discussed the issue with European Commission President Ursula von der Leyen, and today signed laws on ARMA reform and factoring — both key conditions for EU aid under the Ukraine Facility program.

These funds are aimed at countering Russian aggression, rebuilding the country, and preparing for EU accession.

For now, within the current tranche, Ukraine will receive €3.05 billion instead of the requested €4.5 billion.
