The answer to your question is the word "authorized". Either the Speaker or the full House must first officially designate someone. The Judicial Branch can't just jam someone into a seat in the Legislative Branch without their permission. Separation of Powers is a good thing.

It was a stunt. Instead of simply condemning political violence and honoring his memory, like they did with #MelissaHortman, they drafted a love letter to #CharlieKirk AND his politics, that they KNEW a lot of Democrats wouldn't vote for, and they did it on purpose.
