Penn State has argued releasing the information would “create distrust and confusion” or “damage employee morale and retention.”

The court ruled that “such vague jargon and conclusory statements fall woefully short” of proving harm.

Thanks to a legal carve out, Penn State does not have to make public all the salaries of its employees.

But it does publish the salaries of the top 25 highest-paid employees.

You can see how the defensive coordinator's salary compares to the university president, CEO of the health system, etc.

Compared to University Park, the statewide system is more racially diverse, with a larger percentage of Asian, Black, and Hispanic students.

Additionally, more than 75% of students enrolled in a commonwealth campus are Pennsylvania residents, compared to just more than half at University Park. 6/

At a Penn State Faculty Senate meeting last week, university officials — including President Neeli Bendapudi and Margo DelliCarpini, vice president for commonwealth campuses — did not directly answer employees’ questions about possible campus closures.

That deficit caused a partial hiring freeze, sweeping cuts, and employee buyouts across the state.

Our analysis also found that Penn State trustees’ public deliberations have recently been heavily weighted toward two topics: changes to the board’s bylaws and athletics-related proposals, including the stadium renovation, alcohol sales at athletics events, and renovations to a football building. 4/

For this analysis, we reviewed recordings of Penn State’s board meetings between 2019-2024 to track the total amount of discussion related to a vote.

Over that time, the full Penn State board met for nearly 49 hours and spent around 3 hours and 43 minutes, or 7.6%, of that time deliberating. 3/
